Can I put Counter Strike Source on a different Steam account?

I got hacked, but I created another account. I still have Counter Strike Source and the backup, but can I reuse it?

1. That sucks... well I don't think you can reuse CSS but if you bought it in a store, try using your code again. Try recovering your account with the secret answer thing... If you can't then go report it.
2. You have to re-purchase It on you're new account to play It. I have had to make new accounts several times to due to hacking.. (long time ago)
3. You can't move games from one account to another. In some case's you can 'Gift' a game, but this isn't one of them. You should contact Steam as they are very helpful with sorting out hacked account's.
