What game is easiest to mod to make my video game?

I want to turn my story into a video game...but since making something completely original is impossible i would like to know which game engine is easier to mod...for instance i want to create my town in this video game. can i do it in the half life engine???

1. Yes you would be able to achieve something like this using the source-engine as used in Half Life 2 and Portal.
